How to read this comparison

This guide does not pick the best PMS. It sets out the systems that tend to come up when a hotel in Brazil asks for PMS quotes, and what we found about each one in public sources: the vendor's website, help centre and official announcements, checked in October 2026. Features and versions change often, so treat each point as a starting point for the conversation with the vendor, not a final answer.

HotelTI does not resell software or hold agreements with specific suppliers. None of the systems below paid to appear here, and the order within each group is alphabetical or by size, not preference.

What matters when choosing a PMS in Brazil

The general selection criteria, such as an open API, the channel manager and data export, are in our guide on how to choose a hotel PMS. Five points, however, are specific to Brazil and separate a PMS that works here from one that needs workarounds:

  • Digital FNRH: since 20 April 2026, the FNRH, Brazil's national guest registration form, is submitted only through the Ministry of Tourism's digital platform. On the Ministry's page for properties with a PMS (in Portuguese), integration is by API: the hotel generates its own access key in the module and gives it to the vendor. The page lists more than one API version and warns that version 1.3 will be switched off soon, so ask the vendor which version the PMS uses and ask to see a submission working.
  • Tax invoices: accommodation is invoiced with an NFS-e, the electronic service invoice, which still depends on each municipality's rules, and the restaurant and bar with an NFC-e, the electronic consumer invoice. Confirm who issues the invoices for your municipality: the PMS itself, a vendor module or a fiscal partner.
  • Tax reform: 2026 is a test year for the new taxes, the federal CBS replaces PIS and COFINS from 2027, and the move from ICMS and ISS to IBS runs from 2029 to 2032, with the new system fully in place in 2033. Invoice formats change along the way, so ask how the vendor will keep up with each stage.
  • Pix: Pix, Brazil's instant payment system, needs to be charged and reconciled with the booking automatically, without staff checking payment receipts. Our guide to Pix booking fraud explains why.
  • Support and data: support hours and language in Brazil, where guest data is stored, and whether the contract includes the processor clauses required by the LGPD, Brazil's data protection law.

Global systems: Oracle OPERA, Mews and Cloudbeds

Oracle OPERA Cloud

Oracle Hospitality's PMS, used by international chains: Oracle has announced a partnership with Wyndham to bring OPERA Cloud to 2,000 more hotels (in Portuguese). There is a Foundation edition for economy and limited-service hotels, and integrations go through the Oracle Hospitality Integration Platform, with REST APIs and a test environment. In Brazil, the point to watch is the local layer: ask who builds and maintains the Brazilian fiscal integration and the digital FNRH, Oracle itself or a local partner, and what support is available in Portuguese during your operating hours.

Mews

A cloud PMS from the Czech Republic with a large integrations marketplace. When we checked, we found no public Mews documentation on the digital FNRH, Brazilian tax invoices or Pix. That does not mean they are unavailable, but it does mean the hotel should ask for a demonstration of each of these flows, with the name of any partner involved, before going further.

Cloudbeds

A cloud platform from the United States, aimed at independent hotels and smaller properties. The Cloudbeds help centre lists a digital FNRH integration app that syncs guest data at check-in, at check-out and when details change during the stay. The Cloudbeds page on Brazil mentions NFC-e issuance through a partner (Qualitynet) and an in-house invoicing solution still in limited release. Confirm how the accommodation NFS-e for your municipality is issued and, as we found no public reference to Pix, how it would be integrated.

Brazilian systems: TOTVS, Desbravador and HITS

TOTVS Hotelaria (CMNet line)

CMNet, a long-established hotel system in Brazil, was bought by Bematech (51% in 2008 and the rest in 2012), which later became part of TOTVS. TOTVS now offers TOTVS Hotelaria PMS SaaS (in Portuguese), and its help centre still groups some products as the CMNET line, for example in TOTVS Backoffice. The help centre also has articles on the digital FNRH (in Portuguese). If the hotel runs an older CMNet version, the first question is which product line it has and what the vendor's plan for it is.

Desbravador

A vendor based in Chapecó, Santa Catarina, with more than one PMS line (in Portuguese): PMS 4.1, aimed at chains and large hotels, PMS 3.0 Web, and Light Web, a cloud system for small and mid-sized hotels and guesthouses. As the lines use different deployment models, confirm which one is being proposed, where the data is hosted and who handles backup and updates.

HITS PMS

HITS PMS (in Portuguese), from APP Sistemas, is fully cloud-based and, according to the vendor, has more than 100 API integrations. The company has announced HITS as the first PMS in Brazil with an MCP (Model Context Protocol) connection, a standard for connecting AI assistants to systems. If the hotel plans to use this, decide first which data AI assistants may access, with what permissions, and how this is documented for the LGPD. Our AI governance service covers these decisions.

Systems for guesthouses and smaller hotels

Several Brazilian PMS are designed for pousadas (guesthouses) and smaller independent hotels. A list by Hotel Academy (in Portuguese) names, besides those above, Bitz, HMAX, Hospedin, Silbeck and SimplesHotel. The same five Brazil points apply, plus three questions: are the booking engine and channel manager included or charged separately, can the hotel export all its data if it changes system, and is support available when the front desk needs it most.

Questions for any PMS vendor

  1. Which version of the digital FNRH API does the PMS use, and what does the front desk do when the integration or the internet is down?
  2. Who issues the NFS-e for our municipality and the NFC-e for the restaurant, and how will the system keep up with the tax reform?
  3. How is a Pix charge created and confirmed against the booking, without staff checking receipts?
  4. Where is guest data stored, and does the contract include the LGPD processor clauses?
  5. What are the support hours and language, and what is the response time in writing?
  6. How, and in what format, do we export all our data if we change system, and is there a charge?

Next steps

Once the shortlist is set, the next step is to compare proposals on the same criteria and plan the change carefully: our guide on planning a PMS migration covers the timeline, testing and rollback plan. For international groups, our guide to hotel IT and compliance in Brazil covers the wider local requirements. Our team compares vendors and reviews contracts on the hotel's side, and any supplier commission is only discussed after the hotel has agreed its price, without changing that price, and is always disclosed to the hotel. What is the best hotel PMS in Brazil?

There is no single best PMS for every hotel. The choice depends on size, type of operation, sales channels and the systems the hotel already uses. In Brazil, compare the options on the local points: integration with the digital FNRH, NFS-e and NFC-e invoicing, readiness for the tax reform, automatically reconciled Pix and support in Portuguese during operating hours.

Does every PMS already submit the digital FNRH?

You cannot assume so. Integration with the Ministry of Tourism's platform is by API, with a key the hotel generates and gives to the vendor, and more than one API version is in use. Ask which version the PMS uses and ask to see a submission working. Without an integration, the front desk can use the government's free system.

Does an international PMS work well for a hotel in Brazil?

It can, provided the local layer is covered: the digital FNRH, municipal tax invoices, Pix and support. This layer often depends on local apps or partners, so confirm who builds and maintains each integration and who responds when it fails.

Does CMNet still exist?

CMNet was bought by Bematech, which later became part of TOTVS. TOTVS now offers TOTVS Hotelaria PMS SaaS, and its help centre still groups some products as the CMNET line. If the hotel runs an older version, ask the vendor what its plan for it is.

Does HotelTI partner with any of these vendors?

No. We do not resell software or hold agreements with specific suppliers. Any supplier commission is only discussed after the hotel has agreed its price, without changing that price, and is always disclosed to the hotel.
